established on April 1, 1924, when the Central Board of Revenue Act was passed.
In 1944, the Ministry of Finance established a full-fledged Revenue Division.
This arrangement lasted until August 31, 1960, when the Administrative
Reorganization Committee recommended that FBR be designated an affiliated
department of the Ministry of Finance. Further adjustments were made to the
organization and its activities in 1974. As a result, the job of Chairman FBR
was formed with the status of ex-officio Additional Secretary, and the
ex-officio Chairman of the FBR, Secretary Finance, was relieved of his duties. Federal

from the World Bank towards the cost of Pakistan raises Revenue Program (PRAP) intends to apply part of the proceeds for procuring services of various individual consultants
as follows.

Detail of the vacancies announced by the
Federal Board of Revenue (FBR) Pakistan is given below.
Architect
Required Qualification:
University degree (BE, Civil Engineering/B. Arch) with valid registration from the
respective council/body i.e The Pakistan Engineering Council (PEC), The Pakistan
Council of Architects, and Town Planners (PCATP).
Experience Required: a) At
least eight (08) years post qualification experience in the relevant areas such
as designing, Drawing, and construction-related works, etc Consultants shall provide
a brief variables list of relevant projects of similar nature/quantum. b) Precision,
detail-oriented, and wall-versed with all the tasks of Scope of Services including
hands-on experience of MS Office, MS-Project, etc.
IT Consultant
Required Qualification:
University degree 16 years of education in Computer science/IT or related field.
Experience Required: a) At least
eight (08) years post qualification experience in System analytics, Designing, Networking, and Development of solutions of similar scale and nature. A certified system analyst
will be preferred. b) Proficient in MS Office, MS-Project Business intelligence
Tool, an all-rounder IT player, etc.
Assessment Economist
Required Qualification:
PhD in Economics or Master in Economics for HEC Recognize University or a related
field such as international trade and commerce, or international taxation.
Experience Required: a) At
least eight (08) years post qualification experience in the relevant areas such
as designing, Drawing, and construction-related works, etc Consultants shall provide
a brief variables list of relevant projects of similar nature/quantum. b) Precision,
detail-oriented, and wall-versed with all the tasks of Scope of Services including
hands-on experience of MS Office, MS-Project, etc.
Analysis Economist
Required Qualification: Economics
from HEC recognized University or, a related field such as public policy, fiscal
policy, and design analysis.
Experience Required: a) Minimum
of ten (10) years of experience in tax policy and tax laws, to a mandatory
requirement. b) Excellent logical interpersonal, communication (both oral
and written), and analytical skills. c) Hands-on experience in Micro-soft Office (Word, PowerPoint, Outlook, and Excel and preferably MS Project) with
proficiency in making plans policies, and procedures with an ability to use ICT
as a tool and resource.
Admin & Finance Specialist
Required Qualification: Bachelor/Masters
(Minimum sixteen years education) Degree in Accounting, Business administration,
Management or Economics or a related field.
Experience Required: a) At least
ten (10) years of relevant experience in a relevant Discipline. Previous experience
providing financial, administrative, and grants management for oversight for
international development organizations. b) Demonstrated experience in developing and managing large-scale financial and administrative systems. Experience
working with high-level public and private sector counterparts is highly
desirable. c) Excellent logical interpersonal, communication (both oral
and written), and analytical skills. d) Hands-on experience with Microsoft
Office (Word, PowerPoint, Outlook, and Excel (Preferably MS Project) with proficiency
in making plans, policies, and procedures.
MIS/Data Analytics Specialist
Required Qualification:
Bachelor/Masters (Minimum sixteen years of education) Degree in Computer Science,
Software Engineering/IT/Computer Systems Engineering, or other relevant engineering disciplines.
Experience Required: a) (Preferably overall Fifteen (15) years experience with) at least 10 years of relevant experience in Database Management Systems relating to SPM, Product Development, UAT OBMS, Data Mining, Data Analytics, AJ, and other such areas as required by in TORs. b) Excellent logical interpersonal, communication (both oral and written), and analytical skills. c) Hands-on experience with Microsoft Office (Word, PowerPoint, Outlook, and Excel (and preferably MS Project) with proficiency in managing and configuring Android Operating systems and its application, Databases, Software documentation, Bug Error reporting Software maintenance.

1) The Federal Board of Revenue now invites eligible individuals to express their interest in providing the aforementioned services. Interested individual consultants must provide:
- A letter of Expression of interest, providing information demonstrating ability, skills, and experience to undertake the assignment and deliver inputs/outputs required under the TOR.
- A detailed, dated, and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments as well as references for possible checks.
- Duly filled and signed “Expression of interest Form (individual consultants)* as enclosed with the TORS.
2) The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's “Procurement Refutations for IPF Borrowers’ July 2016 (revised November 2017 and August 2018) (‘Procurement Refutations”), setting forth the World Bank's policy on conflict of interest.
3) Consultants will be selected by the Open Competitive Selection of individual Consultants method set out in the World Bank's Procurement Regulations for IPF Borrowers’ July 2016, revised November 2017, and August 2018.
4) The Consultants (Except MIS-invoicing impact Assessment economists) will be hired on a contract basis under the project pay scale (as notified by the Government of Pakistan) and shall be working on a full-time basis in FBR respective offices.
